HOW IT WORKS
Method and scope
Local civil time converts to UTC using historical IANA rules. Local mean solar time equals UTC plus longitude × 4 minutes. Apparent solar time adds the equation of time computed from solar apparent right ascension and Greenwich sidereal time. East is positive; date rollover is preserved.
